So.. from this shot, that it is difficult to tell his ethnicity, let alone distinctive facial features, have you been able to find him and arrest him? I think not. Cameras don't do anything and extra lights give the person a better view of what their doing.
BUT hitting up a house, even if it's just some thing half on the side walk, is uncalled for.
