First= This looks like some kind of cha cha, not rumba. There so many links to videos of real rumba.
Second= In matter of fact, there is a dance style called rumba which is composed by at least three different styles. That dance is part of the traditional cuban dances.

You start with basic cha cha cha and with mans right heel off floor then once heel goes down thats on first beat,
then left foot forward on 2nd beat, then back on right heel for 3rd beat and then slide left foot back but on ball of foot and NOT heel for 4th beat thus you are ready for 1st beat of next movement which is when you place weight on left foot.
